The Backward Class Cell at Division level works under under Divisional Commissioner. It is headed by Assistant Commissioner who is a Deputy collector.
Duties of Development Branch
To check Roster of Direct recruitment and Promotion of various establishments (Class III & IV) like Government & Semi Government offices, Corporations , Municipal corporations, Zilla Parishads, Government Aided Institutions , Co-operative Societies, Universities etc. To verify whether the prescribe percentages in Direct recruitment & Promotions are maintained or not.
To check whether the recruitment procedures are done accordingly to Government resolutions i.e. to demand lists of candidates from Social Welfare officer, Tribal Development project officers etc.
To Check whether there are Promotional Committees and there is Backward Class representative in that committees.
To accept service complaints of class-III& class-IV Govt. Servants & others, take hearing and accordingly call for a report & then decide the complaint.
